Tobin M. Richter

Mr. Richter is a member of the Chicago firm, Neal and Leroy, L.L.C., and is a litigator representing the Public Building Commission of Chicago in mechanic's lien and construction disputes. He also practices in the areas of commercial litigation, eminent domain, torts, real estate, land use, zoning and appellate practice.

Mr. Richter joined Neal & Leroy in 2003 after operating his own law office. Prior to that he was a partner at Ross & Hardies and at Spindell, Kemp and Kimball. Since joining Neal & Leroy he has been active in the public construction area of the firm's practice resolving numerous public construction lien cases and the myriad related issues which arise under lien and bond law. He is the author of articles on historic preservation and real estate law.

Mr. Richter sits as an arbitrator for the Circuit Court of Cook County, Court-Annexed Arbitration Program. He is past President of the Board of Landmarks Illinois (formerly Landmarks Preservation Council of Illinois). He was an Adjunct Instructor, Land Use Law at the University of Wisconsin, Oshkosh. He is past Chancellor, Seabury-Western Theological Seminary of Evanston, Illinois. Mr. Richter served in the Army as a 1st Lieutenant in the Corps of Engineers from 1968 to 1970, including one year in Vietnam. He is a member of the Society of American Military Engineers; past Chicago Chapter board member.

Mr. Richter attended the University of Virginia, School of Law, and was awarded a J.D. He attended the University of Virginia, School of Architecture, and received a Bachelor of City Planning Degree.
